The Board

Our non-executive board members are chaired by Convener Professor Frank Clark. Board members are appointed by Scottish Ministers. The Board sets the strategic direction of the Care Commission, taking into account of the legislation and policy guidance from the Scottish Government.

Frank Clark

Professor Frank Clark CBE (Convener)

Appointed as Convener on 17th October 2006. Previous experience includes 11 years as Chief Executive of Lanarkshire Health Board and spells as Chairman of both Forth Valley Primary Care NHS Trust and Forth Valley NHS Board. Recently retired as Director of Strathcarron Hospice. Lives in Head of Muir, Stirlingshire.

Carol Paton

Carol Paton

Self-employed,independent consultant specialising in organisation development, business mediation and executive coaching. Board Member of Family Mediation Lothian and Prospect Community Housing. Previous experience includes positions as a housing association Director and as a regulation and inspection manager with Communities Scotland. Lives in Edinburgh.

Anne Haddow

Anne Haddow

Vice-chair of the Princess Royal Trust Fife Carers Centre, family member of PAMIS, Board member of the Scottish Social Services Council.  Parent of a young adult with profound physical and intellectual disabilities. Lives in Glenrothes.

Jane Saren

Jane Saren

Self-employed public affairs, policy and business consultant; Non-executive Director, Lothian Buses; Network Development Manager (Scotland), The Foyer Federation; Associate, The Scottish Council Foundation. Previously founding Managing Director of GPC Scotland; former Purchasing and Commissioning Manager, Lothian Social Work Department. Mother resident in a Nursing Home. Lives in Edinburgh.

Douglas Hutchens

Douglas Hutchens

Self employed management consultant, specialising in strategic development, service redesign, Business support and mentoring for public sector organisations in Scotland and England. Vice Chair of the Scottish Association for Mental Health, Member of the UK Judiciary Appeals Tribunal and member of the South Lanarkshire Children’ s Panel. Former Director of Planning and Corporate Affairs in NHS Scotland. Lives in South Lanarkshire.

Helen Anne Brown

Helen Anne Brown

National Member with the Scottish Health Council since December 2004. Many years experience and involvement with learning disability groups and partnerships, including work with NHS Quality Improvement Scotland and the Social Work Inspection Agency. Until recently, Trustee on the Board of the Scottish Consortium for Learning Disability and parent representative on International Association for the Scientific Study of Intellectual Disabilities. Parent/carer to her adult daughter who is profoundly disabled. Lives in Fife.

Ian Gibson

Ian Gibson

Self-employed management consultant and Vice-chair of Highland Health Board.  Member of the Board of Voluntary Action Badenoch and Strathspey and Chair of Highland Adult Protection Committee.  Previous experience includes nine years as Director of Macmillan Cancer Support in Scotland and Northern Ireland and ten years as a Trustee of Edinburgh Cyrenians a charity supporting the young homeless. His mother is a resident in a care home. Ian lives in Newtonmore.

Linda Dunion

Linda M Dunion

Self-employed independent consultant in social marketing, communications for social change and campaigning. Has worked in the voluntary sector for over twenty years on learning disability, older people, poverty and international development. Until September 2007, was director of the ‘see me’ campaign against the stigma of mental ill health.

Gary Coutts

Garry Coutts

Garry is convener of the Scottish Social Services Council and chair of NHS Highland. He has previously been an elected councillor in both Edinburgh and Highland where he chaired the Housing and Social Work Committee. Garry has worked in the voluntary sector and has also worked as a self employed consultant. He runs a small training company specialising in media and communication training for clients in the voluntary, private and public sectors.

Married with 4 children Garry lives in Beauly in the Highlands. In his spare time he enjoys the theatre and reading and his two dogs do their best to keep him both fit and sane.

Hamish Wilson

Hamish Wilson

Currently Member of the General Medical Council, the Scottish Advisory Board of Marie Curie, and the Business Committee of the General Council of Aberdeen University.  Honorary Professor at Robert Gordon University.  Previously Head of Primary Care Division in the Scottish Executive Health Department.  Earlier extensive experience as a senior manager and Executive Director in the NHS.  A past Chairman of the Scottish Division of the Institute of Healthcare Management, and of Aberdeen Alcohol Advisory and Counselling Service.  He Lives in Aberdeen.
